In the app itself, as a moderator, I am able to mention specific users. But in the dashboard in a browser, even when I’m logged into a moderator account, it won’t let me @ people in the chat window.

The Dashboard does not support mentions. The Dashboard is not intended to be a full feature chat application but rather an application purely for the purpose of moderating channels. As such a lot of our features are not directly supported in the dashboard.
