on dev doc, open channel is available up to 100 users.
but, on the billing plan webpage, it’s 20,000 users.
what’s correct?

Both values are correct. There are two types of Open Channels, Classic and Dynamic partitioning. Classic channels have a limit of 1,000 participants where Dynamic partitioning allows for up to 20,000 participants.
