Is there a webhook event for when when a recorded file has completed uploading in cloud recording?

Or any other way that I could know programmatically that a record has status=“COMPLETED”

Unfortunately, we do not support any Webhook events for Cloud recording at the moment.
You can currently check the state of the cloud recording via your Dashboard only.
